Matt Cutts is the Head of the Google “webspam” team. These are the guys who try to improve the “quality” of google search results, so ultimately if your website is not figuring highly in google web searches it may well be becuase you aren’t doing things the way Matt wants you too 
Almost all of the techniques that Matt mentions this site employs and I have tried to do for all my web design and consulting customers.
